command + alt + ] key is mapped to command C

My mac has wrong key map.

Whenever I press command + alt + ] key, it is mapped to command C.

It is JIS keyboard.

It does not matter keyboards I use. same behavior on mac keyboard, external magic keyboard and another non-apple keyboard. So I think it's a software problem.

Is there any way to debug this?

I uninstalled Logi options because it was on "Settings > Security > Privacy > Input Monitoring" but didn't help.

I use the shortcut for programming and it's annoying. please help

Does this happen in all Apple apps?

What do you have on your list in system preferences > keyboard > input sources?

Do you see anything with that shortcut in system preferences > keyboard > shortcuts?
