Time Machine Backup

I formatted an external disk in APFS format to backup my MacBook Pro, but it only backed up the Macintosh HD - Data so that my entire computer will be backed up. I 'm trying to erase the disk and format it Mac OS Extended (Journaled), but when I go to Time Machine, it still says APSF. What am I doing wrong?

MacBook Pro 13″, macOS 12.5

TM will only back up your user data and must use APFS for the latest OS (Monterey). It would be used to restore all your info, as it uses the internet to restore the main OS if required.
