Why can't a 14 year old access his AppleID settings on iPhoneXR? Trying to confirm Family Plan Sharing on his device.

Tap settings>screen time>Content and privacy>scroll down to allow hanges and see if account changes are allowed If they aren't allowed, allow them in order to get into the Apple ID settings
