iphone locked to owner

i recently purchase this phone off offerup and when i charged the phone then screen turned on saying locked to owner is there a way to fix that or can i get it unlocked

Ask the seller to remove the lock or give you a refund, or if OfferUp processed the transaction, ask its staff for a refund.
