I simply copied these files from an external drive to my system drive.
The are both plain text files, and I can (in terminal) 'cat' the files and I can open the files in vscode. But when I try to view them in CotEditor (or TextEdit) I get this error.
'readme.txt' is damaged can can't be opened. You should move it to the Trash.
How do I tell MacOS that I know better MacOS about this particular file - and it should just let me open it

But the ultimate cause here is macOS Gatekeeper quarantine flags. If you are having trouble with them, I recommend research.

yep, I can open them from inside CotEditor, and as mentioned in vscode (which is my main editor).
The problem is from the command line (which is the same as when double clicking) `open -a coteditor <filename>`
let me try that. I pasted from clipboard, and it showed the image in edit, but not once I clicked update.
Can you open it directly from within the editor instead of from the finder there’s no way to tell the finder much of anything
It sounds like you created them using an App Store app and they have quarantine flags on them. I suggest removing the quarantine flags.
Not sure where to check quarantine flag. But 'get info' does not show anything unusual

You have to use the image button in the toolbar.
perfect. Got it. Once I know what to look for I found it. And sure enough, the quarantine flag was set
