You are short on storage space on your iPhone. Do you use iCloud for Photos on your iPhone? Do you also use the Optimize iPhone Storage feature on your iPhone?

I believe, what is happening is that you have very low storage space on your iPhone and when you attempt to send a picture then your iPhone has no space to download it from iCloud and send it to the recepient.
