The Preview bug, in which attempting to highlight a line of text in a pdf causes the cursor to jump back to a previous page or to select a full page of text, is still an issue with the newest update. This makes preview almost unusable for annotation purposes.

Try a true PDF editor ... there are many here are a few examples:

PDFpen
pdfExpert
Master PDF Editor
