How do you change the time zone on an Apple Watch and iPhone?

The iPhone should automatically change the time zone if you are located in a different time zone that where you setup your iPhone. If you go to Settings>General>Date & Time>Set Automatically and it should change when you connect to a cellular tower in a different time zone. If you are doing it manually, and Set Automatically is not turned on, then you should be able to select the time zone in that same section.
