Target Disk Mode

My 2014 15inch Macbook Pro can't be seen in Target disk mode on my 2021 16inch Macbook pro. I have them both connected using an Apple Thunderbolt 3 (USB-C) to Thunderbolt 2 Adapter. Is there something i am missing?

Previous FireWire target mode set them up where they were like connecting any external drive, flash drive, etc. They could be put in target disk mode then connected where they would mount like any other external volume.

It was kind of frustrating because once it was ejected there was no way to power down other than just hold down the power button. Is that the same now? I think I might have tried on a newer Mac but don't remember the details.
