how to restart iPad after supposed update - it will not restore, just returns to picture of iPad and cable

thanks Neil, I have tried all of those and now Apple support has told me to take it into the nearest Apple centre (3 hour round trip!)
I even tried on my Windows PC - at their suggestion - didn't work. I suspect a faulty update during the night
