Lost iPhone 7 Plus

I wanted to know if apple can help me locate my lost/stolen iPhone, it is turned off I had already tried all the methods on the Internet.

Click here for information; in addition, post notices around where you lost it, and if applicable, contact the Lost & Found department of the facility involved.

If the Find My service doesn't work, they can't.
