If you are not able to locate it under Settings > Camera > Smart HDR [Enable Disable] function then I have no answer.

I also see that this Apple Article Link --> Adjust HDR camera settings on iPhone - Apple Support (IN) does not talk about iPhone SE (3nd Generation).
