The free plan is 5GB. See the following from iCloud+ plans and pricing - Apple Support
When you sign up for iCloud, you automatically get 5GB of free storage. If you need more iCloud storage or want access to premium features, you can upgrade to iCloud+ .
The exception to that is that the free web-only access plan is only qGB. See: Web-only access to iCloud - Apple Support
