Do you have the Apple TV box? If so, what models? Identify your Apple TV model - Apple Support
The Home app is available on iPhone, iPad, and with some limitations also on Mac.
Select TV-specific controls are available on Apple TV from Control Center. Find the Home icon there.

If you envision more HomeKit functionality on the Apple TV box, then you may make suggestions as feedback comments to Apple directly: Feedback - Apple TV - Apple.
Thanks for the additional details. Those qualify. Both devices have about the same functionality for HomeKit. Either one can be a home hub (and the other a standby-hub). HomeKit is tied to one Apple ID account. Devices registered with a different account wouldn’t be part of the HomeKit setup.
