My iPhone will not receive or send a text message unless I have a wi-fi connection. I have plenty of data and I have unlimited texts?

Are you asking about texts (SMS and MMS) or iMessages between iPhones?
SMS requires that the phone have a cellular voice network connection
MMS requires that the phone have cellular data turned on
Neither SMS nor MMS can use Wi-Fi.
If SMS and MMS aren’t working you need to contact your carrier, as they control those features.
