I’ve purchased movies in Apple TV app (Frozen, Frozen II, etc). They can be streamed but it cannot be downloaded.

That may be how the terms are set up. Different distributers have different rules for content.
I know with disney movies there’s the movies anywhere app where you can download the movies (if you purchased the digital copy)
