My Iphone was stolen on 23 of September and unfortunately Find my Iphone was not activated ,Therefore I can not find it and I'd like to deactivate it so whoever stole it can't use it or have any access on it. My stolen Iphone's serial number: YR***3T5.

Posting such information on a user to user only forum is not wise. No one here has any ability to deactivate your phone.
Apple does not get involved in lost or stolen goods anyway. Contact your cellular provider and see if they can blacklist your phone. And when you purchase a replacement phone, set up Find My when you activate it.
