As stated above: Apple set their price for a particular unit. Retailers are able to set their price. While you are certainly free to contact Apple to question their pricing policy, I do wish you luck with that endeavour.
Many different factors.
Flipkart offers discounts and probably has old stock they need to get rid of, so they lower the price further to move the stock . Apple does not offer discounts and normally just recycles older stock, they don't need to get rid of it.
Also note, the lowest priced iPhone 13s on Flipkart have less storage than the ones currently sold by Apple which also affects pricing.
Why certain stores have sales and others don't is a question we cannot answer here.
Retailers are free to set the price they wish.
If you find a better price from a reputable dealer, purchase at the lower price.
