Generally speaking, even if you’re using a mail client that can request a read receipt, like MS Outlook, it will only work when the sender and recipient are both on the same corporate mail system, and even then the recipient can decline the request to send a receipt.

In the body of the email include a request that the recipient send you a receipt. Don't expect too many responses.
Only certain email service providers offer that feature. It is not something that the Mail app incorporates.
Basically it's nobody's business when or even if someone reads or opens a Mail message.
That Feature has never been a native feature of Apple Mail Application since I joined the Apple Eco-System with OS X Tiger version 10.4 and every version since.
