Putting photos onto my Mac

My photos go to the cloud but won’t load on to my Mac. On the computer I just get the infuriating exclamation mark! This hasn’t always been the case - in the past import has been successful. Frustrated.

Where is your library stored? If on the external drive, what is the format?

What does the sync status say at the bottom of the all photos view?

First check that the library is set as the system library - the circled button should be greyed out. (Photos preferences) If it isn’t, click it.

Then check icloud settings are as shown.

Also make sure you have enough iCloud space for your whole library, and lots of free space (minimum 20GB on your mac.
