How do you set the replay speed on videos in photo

When memory brings up a video for the day, it plays too fast. Can the speed at which the videos run be slowed?

No, not in the memories.

If you want to create a video where you have control of the speed, you can create a slideshow project in Photos. You can even add all the images from the memory to the slideshow in one step (select them all and drag them to the slideshow.
