Remove Apple ID

Ex employee from my job forgot to logout from work IPad when he change job. It was about 4+ year ago. I found that iPad recently. I got box with EMEI and SN. That’s few iPads our department receive from European Commission TEMPUS. I am from Ukraine and Apple support not work here. Find that ex employee almost impossible and I doubt he even remember password because in Apple ID he put some random words in name field. Buy any chance can I somehow communicate with support and resolve this ?
