Photos in iCloud

Hi this follows on from my last question with regards to my photos from Mac not completely synching to iPhone via iCloud.

Im finding that my albums and folders have copied over so I can view them on my iPhone but there’s no pictures in them.

I have the system photos library in iCloud but the only thing that differs from settings is on Mac I’ve ticked keep full resolution pics and on phone I’ve ticked optimise storage.

Would this be a problem or is it just taking so long because I have over 44,000 photos and 7000 videos.
