In using the suggestions in these two post .. I was able to restore back to iOS 15.7 from the mess of iOS iPad 16. Thanks so much to users applegoingdownhill & norweg
Nobody in sr tech support through cases or Genius Bar could fix I was told to replace the iPad. Thanks to this user community my iPad is up & running again.

after trying the troubleshoot tips the apple tech thinks it maybe an internet upload issue. Even with changing out modem I can't get the speed he is saying is needed. Why apple ??
