Zero the iTunes balance out

Hello I want to change the country/region but I still have iTunes balance 0.71$. How can I do about it? How can I contact Apple to zero it out?

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, use this link to ask the iTunes Store staff to zero it.
