VPN disconnected and signing into work or network

When I go to VPN devices management it asked for VPN configuration and has … I’ve never signed into it or had it turned on. At the top after I select “add VPN configuration” is see “type”. With and arrow. I tap the arrow and it has three different selections of which I have no idea what they are… don’t understand any of this.

Also when I sign into work or school account it says I’ve already signed in with my email address but I haven’t.
