How to separate the “alarm” volume from the “ringer” volume?

The following was written in 2015 it describes my problem precisely

I wish I knew where to send my request to Apple.

Yeah, I've seen that. But the alarm is still tied to the ringer. I want my call volume at say 80%, and my Alarm volume at like 30%. Every morning, no matter if my ringer is on vibrate, 100% or 1%, I would like my Alarm volume to be the same 30%. I'm not worried about other notifications or alerts in the middle of the night, just the Alarm volume to be constant.
