You can’t. You’ll need a remote at least for the setup.

You can buy a replacement remote if you do not have one (anymore).

Apple TV (3rd generation or earlier) will need the old style ‘Apple Remote (aluminum}’ (2009), which some third party resellers may still have.
Apple TV (4th generation or later) works best with the Siri Remote. Apple now sells its 3rd model of that.
