I just purchased an iPad 11 Pro and updated to IOS 16.1. Result: my non-Apple messages no longer sync to my iPad, but they do sync on my other devices (iPhone and iPad 10.5). The iPad 10.5 has been updated to IOS 16.1 for iPad as well. Makes no sense. I have tried the basics in Settings, turned iMessage on and off and on again, power cycled the new device, no change. Anyone have this issue and what is Apple doing about it?
Assuming that both iPad and iPhone are signed-in to iCloud with the same AppleID - to send SMS/MMS messages (green bubbles) from your iPad you must verify that Text Message Forwarding remains explicitly enabled for your iPad on your iPhone...
On your iPhone:
Settings > Messages > Text Message Forwarding - set to ON - and explicitly enable your iPad from the list of devices.
Also ensure that Messages in iCloud is enabled on both your iPhone and iPad:
Settings > [Your Name / AppleID] > Messages - set to ON
