I think my find my is turned off does this mean it’s impossible to use this

I have lost my iPad , I don’t think it’s turned on to find it , does this make it impossible to find

iPad Pro, iPadOS 15

Use any internet browser and log into www.icloud.com/find

If your iPhone, iPad, or iPod touch doesn’t appear in the list of devices, Find My was not turned on. But you can still protect your account if Find My was not turned on.
