How to change the TimeZone while using screentime?

I saw a lot questions about disallow TimeZone setting when they set screentime for children.

And now, iOS seems disallow TimeZone setting automatically when enable screentime.

But this is a reverse case:

I usually keep Daylight saving time during winter by setting a different timezone in my phone. Say, Bay Area -> Danver.

But seems iOS doesn't allow me to do that. Even I disabled the location service, the time would always change to my location after enabling screentime. Is there any way I can do that?
