how to change the character used to separate thousands in Excel to "." in OS Ventura.

Do you know how I could get to the "Advanced Settings" tab of Language and Region? I want to change the character used to separate thousands, so in Excel, 1 million appears like 1.000.000,00. I changed this in OS Monterey, but it didn't work, but now we don't even have that option anymore.
