I both a second hand Apple Watch SE and the previous owner forget to unpair it from their iCloud account.

You should contact the previous owner. They are the only one who can remove the activation lock. If you cannot reach the previous owner, you cannot use the Apple Watch.
Recycle it and count this as a bad experience if this happens
