I cannot pair iphone 13 with another iphone 13

Cannot pair iphone 13 (older version) with newer iphone 13, even after following all instructions: both on same wifi network, both don't have sharing hot spot, both are next to each other or very short distance from each other. When try to discover or connect via blue tooth, they can find each other but cannot connect. The round hour glass keeps turning

Bluetooth pairing two iPhones in not supported. An iPhone will not pair via Bluetooth to a computer (Mac or Windows) or an iPad except for personal hotspot and then only if your cellular plan supports it. If you are attempting to use Handoff/Continuity or AirDrop, that does involve Bluetooth but the devices are NOT paired; Bluetooth just needs to be on and the devices in range of each other.
