Blue outline box appears after I press shift - tab on M1 MacBook Air

I recently started learning how to code in Jupyter notebook. I use shift - tab quite a bit to pull up documentation and parameters for functions. After I hit shift - tab my keyboard becomes inactive, except the tab button which weirdly highlight different items across the page. In several instances this even opened up window chooser, which i've never seen before. I tried shift - tab on my thinkpad which has windows OS and I never ran into this issue.

Open System Settings > Accessibility > Keyboard. Disable Full Keyboard Access.
