How to use Mojave os x screenshot options

Hello all, can anyone tell me how I can add a colored block around a snippet of text when using the the OS X's screenshot GUI [Shift+command+4]? Let's say as an example I wish to have a square red border over a snippet of text to highlight the text in it as in the attached screenshot.


The "Ask a question" text, how might I do this from the options in the screenshot window please?

It can be done with a little work in Preview...
