The offer is used as an extended trial for new subscribers, and it can only be used once. So if you're a current (or previous) subscriber you wouldn't qualify. Similarly, if you already took advantage of the offer and then purchase more items you will not get another offer.

If none of that applies then you can reach out to Apple support.
