Can Apple devices be reused if owner passes away and no logins are known

My 32 year old son passed away, and we cannot gain access to, or reuse his Apple iPad, iMac Mini, iPhone, Apple watch, etc. What can be done to reset these devices so they can be used again? He was not married. We have his death certificate, if that is needed.

Mac mini 2018 or later
