All contributions here are end-users, just like you. Other than the site Moderators, Apple neither monitors nor contributes to these forum discussions. Nobody here has any insight into Apple’s product or software development roadmap.

Apple do invite constructive feedback, comments and feature requests via their product feedback pages. For iPad and iPadOS:

You are encouraged to make use of this facility in expressing any views concerning issues, bugs, or functionality changes of which you are unhappy.

Returning to your issue, you appear to have difficulty with accidental triggering of multitasking when using Safari. A simple conscious change in the manner that you use the URL/Search field will likely fully resolve your current issue.

The text shown in the URL/Address field is centre-justified and as such you are subconsciously conditioned to tap the centre of this input field. Unless you are very accurate in just touching the address bar, accidental triggering of the multitasking button is commonplace.

You can tap anywhere in the address bar field to edit the website address; as such, if you change your conditioned habit of tapping the centre of the field, instead tapping either side, you can completely avoid accidental activation of the “three dot” multitasking button. Similarly, this change permits you to easily tap any of your open tabs, including those towards the centre, without triggering multitasking options. With a little practice, this change to your conditioned behaviour with become second-nature - entirely avoiding your current complaint.

Unlike iPadOS14 and earlier versions, multi-tasking cannot now be disabled from settings. Multi-tasking has received a significant overhaul, both simplifying its use and introducing new controls. Key to accessing and controlling multi-tasking is the small “three-dot” button that is found at the top-centre edge of the screen. Many models of iPad also support Stage Manager - where the tree-dot but adds additional multitasking controls.

More information about using multi-tasking can be found in this support page:
