A computer is normally not needed if you follow these instructions:
If you see an iPhone or iPad unavailable message or Security Lockout screen - Apple Support
Note.....you won't be able to "get into the phone". You will be able to reset / erase the phone and set it up again. If you have a current backup, you can use that to restore the phone.
