Can't access User Manual via system settings.

According to Find the user guide for your Mac - Apple Support one should be able to access the user manual via system settings the support site gives the following directions:

On your Mac, choose Apple menu > System Settings, then choose Help > User Manual.

but there is no "Help > User Manual" in system settings on my Mac Studio running OS Ventura. Has anybody been able to find their UserManual using this method, or is Apple just "blowing smoke?"

As pervious posters mentioned, when I use that method it takes me as per link below

Apple - Support - Manuals

To add - If the user wants the " macOS User Guide "

refer to image below from Finder >> Help >> macOS Help which will open another pop up with the guide open

Insert in lower right of image

Sometime I forget to look at the menu bar. I just start Searching the settings.
