Can I link a document on my Mac to a specific cell in a Numbers spreadsheet?

No, you can’t link to a specific file in the file system on your Mac. You can however link to a document stored in Dropbox or other service that allows you to copy item-specific links. Copy the link and paste it into a Numbers cell. Then when you click it the document opens.
