With a little luck you will get to choose from a collection of different previous photos from this person.

The issue isn't with tagged faces. It's with "Unnamed Person" so untagged faces. So you can't change / select a key photo for these people. I've found a work around for how to determine who it's found. But really looking for a solution:
Issue still remains in "Review Photos" section a blank square is assigned to the person.
Did you already try to change the background photo?
I think you can only change the background photo for people already tagged. As can’t see an option to do that in the options.
Sorry for being unclear, I meant the wallpaper:
I've just tried, the photos aren't currently the background. But changing the background to anything, affected or old, doesn't appear to fix it for any of the photos.
