hooked up through metro. Everything else works.

Text Messaging is a feature provided and managed by your carrier. If you are having difficulty sending and receiving SMS text messages then please contact your carrier.

You may also review the instructions in this guide published by Apple 👉 If you can’t send or receive text messages on your iPhone.
