iTunes and Apple Music, syncing library to iPhone

I paid for thousands of songs in iTunes, in my library. Is it true that you have to pay for a subscription to access the music you already paid for on your iPhone? If so, that is criminal.

No. See Sync your iPhone, iPad, or iPod using your computer - Apple Support. The optional Apple Music subscription service is a way to keep multiple libraries and devices in sync with each other, and give you access to more content from the Apple Music catalog.
