I presume this is within the context of Family Sharing?

If this is a child , read this document - Approve what kids buy with Ask to Buy - Apple Support

If they are adult members then ask them to make sure they have personal Apple ID balance by redeeming gift cards that is adequate to cover their purchases, or ask you if they can make a purchase, or else you will have to regretfully remove them from the family group.
