App Store missing from Notifications in System Settings

I have a Mac Studio running Ventura 13.2. The App Store app does not show up in the Notifications panel in System Settings, no matter what settings I use in the App Store settings regarding auto updates or not. Any rhyme or reason it would be missing, and is there anyway to get it to show up?

I also have a 14" MacBook Pro running Ventura 13.1. The App Store app however does show up in the Notifications panel in System Settings on this device.

I have tried trashing the ~/Library/Preferences/com.apple.ncprefs.plist file and then rebooting. Also gone as far as booting into Recovery and Reinstall macOS Ventura.

Any help would be appreciated.
