I bought a ipad that was owned by a school in the past from out of town how can i factory reset without admin pin

The school can lock it down at any point. Return it for a refund.

I was apple to reset it it works as far as using internet and everything can even download some things on it it just won’t connect to or download some websites or apps with the management system still in place I can even sign in to my iCloud and iTunes on it

You cannot. Return it for a full refund. You will never be able to use it if the iPad is still attached to the Schools Device Management platform, you will not be able to set it up at all.
