Why Pro Apps Bundle for Education is not available in India which was previously available in India? Later it is not showing now. Does this included when we buy macbook from education discount?

Getting in touch with Apple about a feature that needs to be available in Canada, Apparently Education pricing with monthly installments is only available to Americans. I'm a student in Canada and was happy to see I can purchase a Mac on their website with monthly installments which made me super excited. When I went to the Apple Education store website, the monthly pricing option wasn't there. Does anybody have an email address which I can get in touch with to hopefully have Apple get this really simple and customer friendly feature in available in Canada?
