I'm not sure I understand how those two questions are related. If you recently created an Apple ID, it would automatically have had 2FA and you can't turn it off. If you have an older Apple ID and you've had 2FA for more than 14 days, you can't turn it off. The only circumstance under which you might be able to turn it off is if you recently enabled 2FA on an older Apple ID. If that's what happened, look for the email confirming enrollment in 2FA and see if there is a link to remove it.

Why would buying a new computer mean you would need to turn off 2FA or create a new Apple ID. You should be able to use your current Apple ID and get the 2FA code in the same way you always have. Is there information you haven't included such as you've lost access to your trusted numbers?
